Board Meeting - November 9

The Board met in regular session on Thursday, November 9, with President Guistwhite presiding.
 
Recognition by the Board
Capital Area Intermediate Unit 
Dr. Andria Saia, Capital Area Intermediate Unit (CAIU) Executive Director, shared information about a variety of programs provided by CAIU and thanked the District for its support.

Board Reports and Shout Outs 
Mrs. Tierney shared highlights from the West Shore Foundation Gala and silent auction that was held in October. She also congratulated the West Shore Marching Band on their successful competition season and shared how much she enjoyed watching the show this year.

Mr. Stoltenburg shared his appreciation for the District's Aquaponics program and the work of Justin Weaver to continue to expand the program. 

Mrs. Thomas added that she attended the West Shore Foundation Gala and enjoyed hearing the students speak.

Mr. F. Kambic congratulated the Red Land Field Hockey and Girls Soccer Teams and Cedar Cliff Varsity Football Team on their success in the playoffs. He also shared how much he enjoyed the West Shore Foundation Gala.

Mrs. Crocenzi shared the District had a recent graduate from the York Adams Academy, Rodney Bode.

Mrs. Moyer provided an update on the recent tank leak at Cumberland Perry Area Career and Technical Center (CPACTC). She also shared that CPACTC students were able to apply for HACC scholarships through a regional CTE consortium. Of the 23 scholarships awarded, two went to Red Land Seniors. Congratulations to Isaiah Brown and Corrine Armes.

Mr. C. Kambic thanked Mrs. Tierney and all involved in making the West Shore Foundation Gala a success. He also commended the West Shore Marching Band and shared his personal connection to the fig tree growing in the West Shore Aquaponics lab.

Dr. Stoltz highlighted monthly recognitions, previewed Veterans Day celebrations, and commended student athletes and the West Shore Marching Band and Color Guard on their recent successes. He also recognized Clay Peffer for his assistance with props for the band's show and all those adults involved behind the scenes supporting our student musicians.

Mr. Gay commended the cast and crew of The Curious Incident of the Dog in the Night-Time presented by Cedar Cliff High School and all involved in the Middle School Career Fair offered for eighth grade students in the District.

Personnel
The Board approved all personnel items as presented.

West Shore School District Exoneration of Real Estate Taxes
The Board granted exoneration of school taxes totalling $2,110.46 to an individual approved to receive a Veterans Affairs Real Estate Tax Exemption.

United Concordia Dental Insurance Agreement for Administrative and Claims Payment Services
The Board approved an agreement for Administrative and Claims Payment Services with United Concordia Companies, Inc. beginning January 1, 2024.

Capital BlueCross Benefit Plan Renewal & Further Flexible Spending Account (FSA) Application
The Board approved the Capital BlueCross Fee Summary and FSA application.

Approval of Stipulated Order and Release
The Board authorized execution of the Stipulated Order and Release to settle litigation between the District and Parents of students in the District.

West Shore Connect Agreement with Carlisle Area School District
The District has made enrollment at West Shore Connect available on a tuition basis to neighboring districts. The Board approved an agreement with the Carlisle Area School District for enrollment of one of their students.

Sponsorship of Girls Wrestling
The Board approved the sponsorship of Girls Wrestling for both junior high and varsity programs pending sufficient participation numbers. The sponsorship will be effective for the upcoming 2023-2024 winter season with teams operating as part of the existing Red Land High School Wrestling program.

Cooperative Sponsorship of a Sport between Red Land and Cedar Cliff High Schools
Pending District III and PIAA approval, the Board approved a cooperative sponsorship which will provide students attending Cedar Cliff High School with an opportunity to participate in the Girls Wrestling program offered at Red Land High School for the 2023-2024 school year and extend for an additional two more years. 

Intermediate School Change Orders
Three change orders were approved by the Board - Plumbing Change Order #1 in the amount of $6,578.00, General Contract Change Order #4 in the amount of $1,439.00, and General Change Order #5 which totalled $5,928.00.

Hillside Park Ribbon Cutting 
Dr. Stoltz provided information about the ribbon cutting being held at the Hillside Courts on Thursday, November 16.

Board Meeting - November 16

The Board met in regular session on Thursday, November 16, with President Guistwhite presiding.
 
Red Land High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Seniors Brighton Pearson and Xavier Zarza with Sophomore Michael Hall and Freshman Hunter Shelley.  

The National Anthem was performed under the direction of Kristopher Hartman by seventh grade students Giselle Holzel and Chase Kendrick with eighth grade students Karlie Bui, Charles Daman, Natalie Fortenbaugh, and Christopher Kelly from Crossroads Middle School.
 
Recognition by the Board
Outgoing Board Members
The Board recognized Judy Crocenzi (12 years), Frank Kambic (16 years), Antonios Kapranos (1 year, 2 months), Sheri Moyer (8 years), and Frederick Stoltenburg (4 years) for their years of volunteer service and leadership. In addition to the Board Resolutions that all outgoing Board members received, Mrs. Crocenzi and Mr. Kambic were also presented with a small token of appreciation for their service as Board President during their time on the Board. 

Prior to the end of the November 16 meeting, each of the outgoing Board members were given the opportunity to speak about their time on the Board and what it meant to them to be a School Board member.

Employees of the First Quarter
The Board recognized Kylie Wetzel, Special Education Paraprofessional at Red Mill Elementary School, and Meghan Danowski, fifth grade teacher at Washington Heights Elementary School, as the Employees of the First Quarter.

West Shore Marching Band Recognition
This year our West Shore Marching Band & Color Guard brought home first place at the USBands Pennsylvania State Championship with awards for Best Music, Best Visual, Best Color Guard, and Best Percussion; first place at the USBands Mid-Atlantic Regional Championship with awards for Best Overall Effect, Best Music, and Best Visual, Best Percussion; and second place at the USBands National Championship. The Board recognized Robert Starrett, George Clements, and WSMB students on their incredible season.

Students Experiencing Homelessness Awareness Week
In honor of Students Experiencing Homelessness Awareness Week, Mrs. Murphy, Assistant Director of Student Services, provided an overview of District efforts to support District students and their families experiencing homelessness.

York Adams Academy
Mrs. Ruth Ackerman, York Adams Academy Director, shared stories of success and an overview of the opportunities available to District students through West Shore's partnership with York Adams Academy.

Student Reports
Red Land Senior Jaelyn Dell and Cedar Cliff Senior Caroline Groff shared their experiences at their respective high schools and their future plans.

Board Reports and Shout Outs
Mr. F. Kambic indicated there would be a Finance Report later in the evening. He also shared that Cedar Cliff High School's Football team advanced to the next round of state playoffs and that he was happy to be part of the ribbon cutting event held earlier in the day at Hillside Park. Lastly, he provided an overview of Board visits to New Cumberland Middle School and Hillside Elementary.

Mrs. Crocenzi shared an overview of the recent Capital Area Intermediate Unit Board meeting.

Mr. C. Kambic congratulated Coach Jamie Miller and the Red Land Girls Soccer Team on its success this season.

Mrs. Moyer provided an update on the recent tank leak at Cumberland Perry Area Career and Technical Center.

Dr. Stoltz shared that Katherine Bright, Music Teacher at Fairview and Red Mill Elementaries, and Rebecca Diehl, Librarian at New Cumberland Middle School, were named Outstanding Teachers by the Shippensburg University School Study Council. He also highlighted Children’s Grief Awareness Day, the opening of the new courts at Hillside Park, and Hunger and Homelessness Awareness Week. Lastly, he commented on how often he heard the District’s Why, What, and How statements referenced throughout the Board meeting by staff and Board members.

Minutes
The minutes of the meetings held on October 12, 2023, and October 19, 2023, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending October 31, 2023, showing invested and available funds of $84,436,249.17.

Dr. Stoltz indicated the latest legal update was available for Board members.
 
Business Items
Bills for Approval
The Board approved bills for the period October 13, 2023, through November 9, 2023, listing checks which totalled $2,936,814.48.
 
Personnel
The Board approved all personnel items as presented.
  
Staff Attendance at Professional Meetings
The Board approved the requests for staff attendance at professional meetings as presented.

Services Agreement with PennTerra Engineering
The District has been exploring athletic facility improvements on the Red Land High School campus. Surveying and engineering services are needed to complete design concepts. The Board accepted the Proposal for Survey Basemapping Services with PennTerra Engineering, Inc.

Roof Restoration and Replacement Projects
The Maintenance Department had an in-depth roofing study conducted to assess conditions throughout the District. Roofing projects were prioritized based on our plans for new construction, existing conditions, and the ability to extend the life of our roofs by performing restoration projects. A scope of work was developed for Crossroads Middle School and the Administration Center for Education. The Board approved proposals for these two projects from Weatherproofing Technologies, Inc.

Revised Classified Support Employees' Personnel Levels & Handbook, 2023-2024
The Board approved the revised Classified Support Personnel Handbook and associated level changes.

Services Agreement with Traffic Planning and Design, Inc.
The District continues to work through the projects outlined in our Feasibility Study. Design development for proposed renovations and additions to Allen Middle School is in progress. The project will require coordination with the Pennsylvania Department of Transportation as one of the primary access points is currently located on the ramp for US Route 15. To assist in those efforts, the Board approved a Professional Services Agreement with Traffic Planning and Design, Inc.
