The Board met in regular session on Thursday, March 9, with President Guistwhite presiding.

Recognition by the Board
Board Shout Outs
Mr. F. Kambic congratulated the Cedar Cliff Girls Basketball team on their PIAA District III 6A Girls Basketball Championship win.

Mrs. Tierney commended the cast, crew, and directors of Red Land's production of Joseph and the Amazing Technicolor Dreamcoat.

Mr. C. Kambic thanked the students and staff involved in Cedar Cliff's Beauty and the Beast Character Breakfast and encouraged everyone to see the musical.

Mrs. Crocenzi and Dr. Stoltz shared information from the recent Board visit to Crossroads Middle School. Mrs. Crocenzi also thanked the directors involved in the recent West Shore Honors Band Festival hosted by Red Land High School.

Mrs. Moyer recognized students from Cumberland Perry Area Career & Technical Center (CPACTC) who had items on display at the Pennsylvania Home and Garden Show and shared that the Board will have an opportunity to tour CPACTC in March.

Mr. Guistwhite shared information about New Cumberland Middle School's Necessity Closet and commended staff on their work preparing bags of food for students to take home for the weekends.

Dr. Stoltz highlighted School Social Work Week and National School Breakfast Week.

Mr. Kapranos shared his positive experience with the District's swim program as the parent of a second grade student.

A moment of silence was observed by the Board in honor of Mrs. Luann Dougherty’s passing. Dr. Stoltz shared that Mrs. Dougherty was a health room nurse at Rossmoyne Elementary and Allen Middle School who will be deeply missed by staff, students, and families.

Crossroads Middle School Chesapeake Bay Trip
The Board approved a trip for Crossroads Middle School students to visit the Karen Noonan Memorial Environmental Education Center in Dorchester County, Maryland, from Friday, May 19, 2023, through Sunday, May 21, 2023.

Alternative Transportation Memorandum of Understanding
The Transportation Department has been working to secure services for students in alternative placements, homeless students, and students with special transportation needs. Based on the number of requests for student transportation, the Board approved a Memorandum of Understanding with First Student, Inc.

Middle School Attendance Area Changes
The overlapping area between the current New Cumberland Middle School attendance boundary and the Red Land High School attendance boundary has been identified as in need of adjustment. The Board approved changes to the attendance area regulations, reassigning students from New Cumberland Middle School to Crossroads Middle School, beginning with the 2023-2024 school year.

Memorandum of Understanding – AFSCME Four-Day Work Week
The Board approved a Memorandum of Understanding with District Council 89 of the American Federation of State, County, and Municipal Employees, AFL-CIO which outlines particulars of a four-day schedule which will run from June 12, 2023, through August 11, 2023.

Cooperative Sponsorship of a Sport between the West Shore School District and South Middleton School District
In order to provide an opportunity for one South Middleton School District student to play tennis, a sport not offered by that school district, Red Land High School and Boiling Springs High School requested Board approval of a Cooperative Sponsorship for the current school year. The Board approved the sponsorship as presented.

Solar Energy Project at Crossroads Middle School
Mr. Sanders with Mr. Christopher Stultz of McClure Company, led a presentation and discussion regarding McClure's proposal to install a solar system on the District-owned property beside Crossroads Middle School. Click here to view the presentation made to the Board.

2023-2024 Budget Projections
Mrs. Boone shared budget projections for 2023-2024 with the Board. This presentation, and others made to the Board during the budget development process, can be found on the Business Office website.

Board Meeting - March 16

The Board met in regular session on Thursday, March 16, with President Guistwhite presiding.

Cedar Cliff High School’s JROTC Color Guard presented the colors for the evening. JROTC members included Freshmen Rolando Dana, William Kollas, and Nicholas Toto with Senior Benjamin Kruleski.  

The National Anthem was performed by members of Cedar Cliff High School's Orchestra. Musicians included Sophomore Joan Olson and Juniors Caleb Masshardt and Valerie Weigner.

Minutes
The minutes of the meetings held on February 9, 2023, and February 16, 2023, were approved.
 
Treasurer’s Report
The Board filed the Treasurer’s Report for the month ending February 28, 2023, showing invested and available funds of $55,420,149.59.

Communications
Legal Update
Dr. Stoltz indicated the latest legal update from the solicitor’s office was available for Board members. 

Student Discipline
The Board approved the student disciplinary case as presented.

Recognition by the Board
Youth Art Month
Once again this year, the District partnered with Lamar Advertising and our Partners in Education to celebrate Youth Art Month with a community-wide billboard display. Mrs. Fourhman presented each of our 18 student billboard artists with a framed copy of their billboard as a token of appreciation. A complete list of featured artists, their sponsors, and teachers can be viewed on the District website.

Student Reports
Cedar Cliff Senior Benjamin Kruleski and Red Land Senior Haley Kennedy shared their experiences at their respective high schools and their future plans.

Board Reports and Shout Outs
Mrs. Tierney provided information about the West Shore Foundation's participation in the Highmark Walk for a Healthy Community fundraiser and invited the community to participate.

Mrs. Crocenzi shared that three of our York Adams Academy students are expected to graduate in the coming months. She also praised the students involved in Cedar Cliff High School's production of Beauty and the Beast on their performance in the musical.

Mrs. Crocenzi and Mr. Kapranos provided an overview of their Board visit to Red Mill Elementary School. 

Mrs. Moyer publicly acknowledged Dorothy "Dottie" Clark of New Cumberland for her service to the community and shared her condolences to the Clark family.

Mr. C. Kambic added his thanks to the staff of Red Mill for their warm welcome and for inviting him to be a guest reader during Read Across America Week.

Mr. Guistwhite recognized the Red Land school community on raising over $44,000 during its mini-THON efforts and shared that he volunteered as a chaperone for the event.

Dr. Stoltz shared that during the Board's visit to Red Mill, Ms. Kessel had the gym set up for glow bowling and recognized the elementary physical education department for bringing glow bowling to our schools.

Mr. F. Kambic congratulated the Cedar Cliff Girls Basketball team on advancing to the PIAA State Championship Semifinals and Red Land High School Junior Corrine Armes on qualifying for the AAA State Diving Championships.

Bills for Approval
The Board approved bills for the period February 16, 2023, through March 8, 2023, listing checks which totalled $2,729,619.79.

The Board approved requests for staff attendance at professional meetings as presented.
 
Windstream Communications Contract for WAN Services
The District’s WAN (Wide Area Network) connects 13 buildings to allow access to network and online resources. The District released an RFP and a total of six vendors submitted qualified bids. The District reviewed each proposal and based on the totality of the bid with the yearly service cost, one-time special construction costs, and installation timeline of the WAN, the Board authorized a seven-year contract with Windstream Communications for WAN Services.

CDWG Proposal for WAN Equipment
The Board authorized approval on an equipment proposal from CDWG for equipment required to connect 13 District buildings to the District WAN.

e-Rate Approvals
For the 2023-2024 school year, the Technology Department will purchase required connectors, networking, and wireless equipment for Old Trail Intermediate School and Fairview Intermediate School. This equipment will be funded in part through the e-Rate program which allows school districts to receive federal reimbursement for technology infrastructure purchases and services. One of the requirements for using e-Rate funds is the posting of a request for proposals available to all eligible vendors. The Board accepted proposals from the lowest responsible bidders meeting specifications as presented.

Intermediate School Change Orders
The Board approved four change orders for Fairview and/or Old Trail Intermediate Schools totaling $131,879.96.

Addendum with BTI School Services
BTI School Services, LLC has agreed to provide school-based behavioral health services with a Behavior Analyst Assistant (BAA). By committing to the terms in advance, BTI has secured professional staff and will offer the current school year rate. The Board approved an addendum for 2023-2024 for school-based behavior support provided by BTI.

English Grades 9-12 Novels
The English Department is in the research and adoption phase of the Instructional Design Cycle. Dr. Whye provided an overview of the textbooks and novels recommended by the department to support instruction at the high school level.
