Board Meeting - January 14

The Board met in regular session on Thursday, January 14, with President Kambic presiding. Following technical issues with audio for the live stream broadcast, the meeting was restarted. 

Recognition by the Board
Mr. Kambic and Dr. Stoltz recognized Dr. Anthony Tezik, former Board president, who recently passed away.

Personnel
The Board approved all personnel items as presented.

Rossmoyne Change Orders 
The Board approved two change orders related to the construction of the new Rossmoyne Elementary.

Rossmoyne Schedule Change Orders 
The Board approved multiple change orders related to construction delays and the need for an updated schedule for Rossmoyne Elementary.  The change orders and construction change directive will not alter the cost of the project.

Additional Services Authorizations - Valley & Beinhower 
The next phase of projects connected to the Feasibility Study includes the construction of a new Intermediate School for students in grades five and six, to be built on the District’s property at the intersection of Valley & Beinhower Roads in Fairview Township. The Board approved additional engineering services with K&W related to the site.

Manor Drive Property Acquisition 
The District was presented with an opportunity to acquire a small parcel of land along Manor Drive, adjacent to the existing Rossmoyne property. The Board approved the deed and directed administration to work with Triple Crown Corporation, Inc. to execute, seal, and deliver all required documents. 

Approval of Stealth Partner Group Scope of Services 
The Board approved the Stealth Partner Group Scope of Services.

Stop Loss Insurance with HCC Life 
The Board approved an agreement with HCC Life for Stop Loss Insurance coverage.

Audit Review
Mrs. Deborah Kelly, Trout CPA, provided an overview of the 2019-2020 Audit Report.

Finance Updates
Mrs. Stuck provided the Board with reports on the 2021-2022 Budget, 2020-2021 Investment Update, Assessed Value Spreadsheet, Budget Status Reports, Capital Reserves Summary, and Rossmoyne Project.

Recognition of Public

General Items
A public comment received electronically from a parent related to accomodations for their student was read to the Board.

Board Meeting - January 21

The Board met in regular session on Thursday, January 21, with President Kambic presiding.

A recording of the National Anthem performed by members of the West Shore Band was played to start the meeting. 

Minutes
The minutes of the meetings held December 3 and 10, 2020, were approved.

Treasurer’s Report
The Board approved the Treasurer’s Report for the month ending December 31, 2020, showing invested and available funds of $53,950,038.60.
 
School Director Recognition Month
In honor of School Director Recognition Month, Dr. Stoltz thanked the Board for their volunteer service to our students, staff, and community, and highlighted a few of the many ways our school directors support our District and its stakeholders.

Communications
Dr. Stoltz distributed a copy of the latest legal update from the solicitor’s office and Dr. Argot shared the Central Treasury Reports for Cedar Cliff and Red Land High Schools.

The Board approved student discipline recommendations as presented.

Board Reports 
Mr. Guistwhite provided an update on actions taken during the last Board Policy Committee meeting.

Mrs. Crocenzi shared the work being done by the Capital Area Intermediate Unit's Champions for Children program.  Dr. Stoltz added that the program, in conjunction with the West Shore Foundation, recently provided coats for a number of students in our District.

Mrs. Moyer mentioned the Cumberland Perry Area Vocational Technical School’s Joint Operating Committee would be meeting later in the week.

Mr. Kambic highlighted the work being done by PSBA to assist school boards in evaluating Superintendents and Assistant Superintendents. Mr. Kambic indicated he would make information obtained from PSBA available to the Board for review and consideration.

Recognition by the Board
The Board virtually recognized Mr. Starrett and members of the West Shore Marching Band and Color Guard on its first place honors for Best General Effect, Best Visual, and Best Percussion at the USBands Virtual Pennsylvania State Championship and first place in Creative Class at the USBands Virtual Grand Finale.

Bills for Approval
The Board of School Directors approved bills for the period December 10, 2020, through January 13, 2021, listing checks which totaled $2,952,663.15.

Personnel
The Board approved all personnel items as presented.

Budget Transfer
The Board approved the budget transfer as requested.

2021-2022 Budget Resolution
The Board adopted a resolution indicating the District would not raise property taxes by more than the 3.5% adjusted index for 2021-2022.

The Board approved the 2021-2022 Cumberland Perry Area Vocational Technical School Operating Budget as presented.

Board Policies
The Board approved revisions to Board Policies 231: Educational Trips; 318: Attendance and Tardiness; 332: Working Periods; and 334: Sick Leave.
